The Shiloh Mennonite Church in Reading, Pennsylvania, is rooted in outreach by the Martindale District of the Lancaster Mennonite Conference in the late 1980s and early 1990s. Visitation and Bible studies began in the Shiloh Hills community of Berks County in 1991, from which the outreach took it name.

In 1992, the Martindale District held services at the Grange Hall in Gouglersville, Pennsylvania, and in 1995, it held Summer Bible School in the Oakbrook section of Reading. The outreach purchased a lot for a future building, though this did not happen. Between 1995 and 1997, the outreach met in the Community Center of the Shillington Commons housing complex. In 1997, the congregation purchased the building of the Faith Evangelical and Reformed Church on Bingaman Street in Reading. The first service in the building took place on 31 August 1997.
