The Penn Valley Settlement of the Groffdale Old Order Mennonite Conference began in 1947 when three Groffdale Conference families from Lancaster County moved to Berks County near the town of Kutztown. During the early years worship services were conducted in individual homes. As of 1 January 2011 this community had two meetinghouses, Center and Fleetwood. The presiding bishop was Eli Z. BurkhGlder Sr., until his death in 2005. As of 1 January 2011 there were approximately 130 households in the Penn Valley settlement.

Center Old Order Mennonite Meetinghouse

The Center meetinghouse is a wood frame structure built in 1952 and situated on Dreysher Road. In 1997 it was enlarged 48 feet by 88 feet. As of 1 January 2011 the following ministry team served the congregation--the presiding bishop was Eli W. Burkholder Jr. (ordained minister, 2003; bishop, 2007). Ministers were Aaron W. Nolt (ordained 1970) and Edward W. Burkholder (ordained 2005). The deacon was Kenneth Z. Burkholder (ordained 2007). 

Fleetwood Old Order Mennonite Meetinghouse

The Fleetwood meetinghouse is of wood construction. It was erected along Fleetwood Road in 1970. It was built to accomodate those families who lived at the west end of the settlement. With no renovations, this meetinghouse remained its original dimension of 55 feet by 60 feet. As of 1 January 2011 the following ministry team served the congregation--the presiding bishop was Eli W. Burkholder Jr. (ordained minister, 2003; ordained bishop, 2007). Ministers were Aaron W. Nolt (ordained 1970) and John David Hoover (ordained 2009), with retired minister Isaac M. Martin (ordained 1953). The deacon was Kenneth Z. Burkholder (ordained 2007) and the retired deacon was Jason B. Weaver (ordained 1952).
