The Fürsorge-Komitee für die Kolonisten der südlichen Gebiete Russlands (English: Guardians' Committee of the Foreign Colonists in the Southern Regions of Russia; Russian: Канцелярия опекунства Иностранных Колонистов в южных регионах России [Kantseliaria opekunstva inostrannykh kolonistov]) was the name of the agency established by the Russian government in 1818 to succeed other agencies that had been established to supervise the foreign settlements in Russia. It was to supervise the activity of the Russian diplomatic representatives in recruiting colonists in foreign countries, to keep a file of lands available for settlement, and to see to it that the foreigners upon their arrival were properly received and aided until they had been settled. This Bureau had the status of a separate ministry and was responsible to the empress, who appointed its chairman. The first chairman was Gregory Orlov, who appointed the other members of the Bureau.

The Fürsorge-Komitee had its seat originally at Kherson, later at Ekaterinoslav, and finally at Odessa. It had three branch offices; Ekaterinoslav, Kherson, and Bessarabia. At first the Fürsorge-Komitee was subject to the Ministry of the Interior. In 1837 it became subject to the Ministry of Royal Estates. Both agencies were located in St. Petersburg. In 1871 the Fürsorge-Komitee was abolished and the foreign settlers, including the Mennonites, became subject to the provincial and local authorities of their respective settlements and communities.
