Peter Toews, Reeve of the Rural Municipality of Hanover, Manitoba, was born on 3 December 1839 in Bergthal Colony, South Russia. He was the fifth of 10 children born to Dietrich Toews (1806-1858) and Helena Rempel (1809-1865). Peter was baptized into the Bergthaler Mennonite Church in Russia on 1 June 1859. In 1861 he married Agatha Kehler (1840-1886) and together they had nine children, eight of which survived to adulthood. In 1874 Peter and his family joined the large Mennonite migration from Russia to Canada where they settled in Bergthal, Manitoba. After Agatha’s death in 1886, Peter married Sara Friesen (1836- ?). Peter Toews died on 27 March 1914.

Less than a decade after arriving in Canada, Peter became Reeve (President of Town Council) of the Rural Municipality of Hanover in 1883. He served faithfully in this capacity for 15 years making him as of 1997, the second longest serving reeve on record.
