The ministry in the Dover part of New Jersey, USA began in 1962 as Hillside Mennonite Church. Serving VSers and families who moved into the area. Mennonite young men performing alternative service before and during the Vietnam War worked at the Greystone State Psychiatric Hospital in Morris Plains.

When it was discovered the community of Victory Gardens (named after the vegetable gardens people planted during World War II in response to food shortages), had no churches, The Garden Chapel was established in 1971 as a community church. In 2016 it was still the church in the community.

An important ministry of the congregation has been a summer day camp for children that began in the 1970s.

In 2016 Garden Chapel was an multicultural, interracial congregation located in an interracial community. Its focus as a congregation has been evangelism, Christian nurture, and service which is Bible based and Christ-centered.
