In 1958 missionaries Rodolfo Plett and Walter Pastter began evangelization work in the Bernardino Caballero neighborhood of Asunción, Paraguay. The church did house-to-house witnessing, distributed brochures, and invited people to church. They also ran two week vacation bible schools to share the gospel with neighborhood children and their parents.

In 1960 the church rented a house on Indio Francisco street for meetings. In 1968 they inaugurated a new church building which was next to the house they previously rented. Pablo Rojas, Blanca Navarro, Felicia de Silva, Juan Silva, and Marta Gustter (mother of Preacher Luis Alum) were the founding members. The first to assume leadership in the church were Rodolfo Plett, Luis Alum, and Cesar Aguilera. During this time, the “Iglesia Bernardino Caballero,” now called “Roca de Paz,” grew in attendance.

In 2019, Hebert Alum and his wife Rosalba Gill de Alum made up the pastoral team along with others in charge of specific ministries including: Gloria Esther Alum de Ozuna (Ladies Ministry); Arnaldo Ozuna (Ministry of Praise); Nahir Bisag Alum Gill (Children's Ministry and Youth Leader); and Graciela Otaño (Treasurer). The average church attendance was 25-30 people for Sunday services and five children for an activity on Saturdays.
