Savaro and Rebecca (Moyer) Meas began services for Cambodian refugees in their apartment building in 1985. In 1993 Savaro became pastor of the Cambodian Christian Centre with the financial assistance of the Mennonite Conference of Eastern Canada. In 1998 worship services were held at 360 Hulmar, Downsview, Ont. (Salvation Army building). Sovaro Meas continued to serve in 2000 as the congregational leader. The congregation was an emerging congregation of the Mennonite Conference of Eastern Canada and Mennonite Church Canada from 1993 until 2002.

The congregation withdrew from the conference after the Missions Commission of the conference ended its funding.
