The Hope Mennonite Fellowship was formed in 1981 when Bishop Earl Horst of the Eastern Pennsylvania Mennonite Church (EPMC) withdrew along with 100 members to organize the Schaefferstown Mennonite Church in Lebanon County and the Muddy Creek Mennonite Church in Lancaster County. Others congregations joined the new fellowship, including a group of EPMC believers in Illinois who formed the Sunnyside Mennonite Church in Wayne City (the congregation became unaffiliated in 1993). The fellowship formed the Ebenezer Mennonite Bible School in Spring Grove, Pennsylvania.

In 2010 the following seven congregations were members of the Hope Mennonite Fellowship:
