He was especially active in the Vereeniging voor Gemeentedagen (now [[Gemeenschap voor Doopsgezind Broederschapswerk|Gemeenschap voor Doopsgezind Broederschapswerk]]), and in 1929-1936 served as editor of its periodical <em>[[Brieven (Periodical)|Brieven]]</em>. Toe Water was one of the first Dutch Mennonite ministers who thought it necessary to organize the youth in a special Youth Association (see [[Doopsgezinde Jongerenbond |Doopsgezinde Jongerenbond]]). For many years he was a trustee of the Elspeet Brotherhood Home. Toe Water was a pious, poetic, somewhat sensitive spirit; he was a gifted musician, composer of the melody of the Elspeet hymn, a master storyteller.
