 By 1918 the Saskatchewan government was rapidly ramping up its policy aim of mandating public schools for Mennonite children and started aggressively fining and in some cases jailing those who refused to comply.  Over the next twenty years, Wiens oversaw the tremendous growth and material development of the Reinländer church in Hague-Osler.
