Baer is considered the founding leader of the group. The congregation originated through the colonization of northern British Columbia from the United States. The group was formerly part of the Upper Fraser Mennonite Fellowship.
In 2014 the ministerial team included Bishop Clarence Miller, Ministers Arian Baer and David J. Birky, and Deacon Ray E. Miller.
Dunster Mennonite Church in Dunster, British Columbia was a daughter congregation.
