The Council of Relief Agencies Licensed for Operation in Germany (CRALOG), was the joint organization coordinating private relief importations to Germany following World War II. The Mennonite Central Committee was numbered among the 11 American agencies initially organizing CRALOG on 14 January, 1946. CRALOG was planned at the instigation of the President's War Relief Control Board. General Lucius D. Clay signed on 29 January 1946 the first contract with CRALOG which permitted the importation of relief supplies into the American Zone of Occupation in Germany. CRALOG was officially established on 19 February 1946, when President Truman issued a directive concerning relief contributions to Germany. Contracts with the respective military governments followed: for the British Zone on 12 July 1946, the French Zone on 30 July 1946, and Berlin in April 1947. Mennonite Central Committee staff serving as CRALOG representatives in Germany during the period of 1946-1948 included Robert Kreider, Walter Eicher, Cornelius Dyck, and Delbert Gratz. J. N. Byler was elected treasurer of the original executive committee of CRALOG and served later as vice-chairman. CRALOG's primary function was that of a centralized shipping channel for bulk relief contributions to Germany. In the first two years of operation the Mennonite Central Committee was the largest contributor of private relief supplies to Germany through CRALOG.
